Guyana building capacity in CFATF

― workshop on gender mainstreaming in DRR among engagements

During this week’s post-Cabinet press briefing, Director-General of the Ministry of the Presidency, Joseph Harmon announced that there will be several meetings and workshops taking place outside of Guyana that will go towards building the capacity of the country’s human resource in various areas.

The Cabinet has noted the consent for several high-level staff of government ministries and agencies to attend the following meetings:

Attorney General and Minister of Legal Affairs, Hon. Basil Williams SC., along with Joann Bond, Deputy Chief Parliamentary Counsel, Romel St. Hill Assistant Solicitor General and Perlina Gift of the Ministry of Social Protection will all be representing Guyana at the 50th plenary and Working Group Meeting of the Caribbean Financial Action Task Force (CFATF).

This event, according to DG Harmon, has been organised to bring together various member states of the Caribbean, allowing them to present assessment reports, action plans and to discuss procedures for the fourth round of evaluation of countries. The meeting will take place in Antigua from November 24-29, 2019.

On November 13-14, 2019, there will be a Tropical Helicopter Underwater Escape Training in Trinidad and Tobago. The training course is being sponsored by Esso Exploration in collaboration with RelyOn Nutec, an international agency which provides safety, skills, drilling, emergency response and crisis management training for the offshore maritime and wind industries.

Two staff of the Environmental Protection Agency (EPA) will be engaged in preflight and in-flight requirements. They will be equipped with basic emergency response knowledge and skills required in the event of a helicopter emergency.

Harmon said this is “with a specific focus on escaping from a helicopter following ditching as well as sea survival techniques.”

The International Monetary Fund (IMF) will be hosting a Natural Resources Revenue Management and Analysis workshop at its Headquarters in Washington DC, USA from November 19-21, 2019.

Yoland Hilliman, Chief Planning and Budgeting Officer of the EPA will be representing Guyana at this workshop. The workshop will be spearheaded by the Managing Natural Resources Wealth Tropical Trust Fund, a multi-partner trust fund established by the IMF in 2011 to help countries in managing natural resource wealth.

“The workshop will support and promote the use of a standard template to collect data on government revenue from Natural Resources,” DG Harmon explained.

Also, there will be a Symposium on mainstreaming gender in Water Resources Management for Disaster Risk Reduction in the Caribbean. This will be held in Port of Spain, Trinidad, on November 26-27, 2019. The United Nations Division will host the symposium for sustainable development of economic and social affairs. The Gender Affairs Bureau of the Ministry of Social Protection will have a staff represent the country.
