Second round of consultations for Local Content Policy Framework

The Ministry of Natural Resources will be engaging stakeholders during the first quarter of 2018 to review the second draft of the Local Content Policy Framework.

Minister of Natural Resources, Raphael Trotman, recently said the policy is currently undergoing “in-house work” before the consultations begin. “The Ministry of Natural Resources received valuable feedback and suggestions on how to improve the draft Local Content Policy Framework.”

Last year the Ministry engaged several local business organisations such as the Georgetown Chamber of Commerce (GCCI), Chamber of Commerce of Essequibo, Berbice Linden, the Private Sector Commission (PSC) and the Guyana Manufacturers and Services Association (GMSA) for their feedback on the Policy.

The Local Content Policy Framework was developed with input from Trinidadian Petroleum Specialist Anthony Paul, who had conducted a rapid assessment of Guyana’s preparedness for an oil and gas industry, facilitated by the United Nations Development Programme (UNDP).

The Policy encompasses existing realities with the aim of improving skills in the future and will target Guyanese participation in things that are viable and sustainable in the oil and gas industry. It is also crafted in such a way as to develop opportunities for skills that can be used across sectors. There is also a review mechanism built into the policy so adjustments can be made as the oil and gas sector expands.

The government began engaging stakeholders last September for their input on the Policy which will guide international companies in Guyana’s oil and gas industry on the utilisation of local services from exploration, production and final product of Guyana’s oil.

Minister Trotman said the intention is to finalise the policy within the first quarter of 2018.
