CAPAM 2018 to focus on building climate proactive public service

The Twelfth Biennial Conference of the Commonwealth Association for Public Administration and Management (CAPAM) which will be hosted in Guyana from October 22-24 will focus on structuring the public sector so that it is increasingly aware of and coordinated in being climate proactive.

According to a concept paper on the conference, many public sectors have been organised, intentionally or not, so that their departments operate in silos with specific mandates and priorities.

“At times, these priorities can be conflicting, resulting in government sectors operating at cross-purposes,” the paper states.

The conference will seek to determine if examples of economic growth and/or climate change experts working across sectors exist, the availability of research on climate change, environmental risks, sustainable development, alternative practices and transitional economic growth and if this is being encouraged, made available and consulted.

Further, it will help countries to ensure that legislation and regulations are changing at an appropriate pace to address the coordination and implementation of environmental policies across programmes.

Officials will get the opportunity to develop a framework for how departments will work together to ensure the preservation and enhancement of the natural environment, as well as conservation and protection of its natural resources within the framework of striving to improve national prosperity.

The conference is being held under the theme, “Transforming the Public Sector for Climate Governance” and will be hosted at the Marriott Hotel, Kingston, Georgetown.
