Cabinet urges enabling of local democratic organs for improved service delivery

Minister of Communities, Ronald Bulkan submitted to the Cabinet, a report on the Inaugural National Conference of Local Democratic Organs, hosted on July 26, 2018.

Chairpersons of the Neighbourhood Democratic Councils, State Minister Joseph Harmon today said, highlighted several impediments to service delivery.

President David Granger, Ministers of Government and other representatives at the National Conference of Local Democratic Organs.

Recommendations coming out of the conference, the Minister noted, fall under three areas, including institutional strengthening and capacity building, infrastructural development and public awareness and community participation.

These recommendations, Minister Harmon explained, will guide the Ministry of Communities as it prepares its 2019 budget proposals.

According to the Minister, Cabinet has urged that the process of enabling local democratic organs to improve the delivery of services to their communities be continued.

The need for the conference was first highlighted in March of this year when President David Granger was invited to a meeting with Corentyne NDC chairpersons and councillors.

The president explained that issues raised at that forum made it clear that a better structure of cooperation and collaboration was needed between the three tiers (local, regional and Central) of government in order to empower local democratic organs.

The event also featured sessions on leadership and a presentation on the modernisation of the property valuation system by foreign consultants.
